Colorado: Water

The Department of Public Health and Environment will hold a public hearing on proposed amendments to 5 CCR 1002-38, Classifications and Numeric Standards South Platte River Basin, Laramie River Basin, Republican River Basin, and Smoky Hill River Basin. The amendments would create site-specific, ambient-based radionuclide standards for certain segments of Big Dry Creek. Indiana: Water

The Department of Environmental Management seeks public comment on new rules and amendments to 327 IAC 2-1.3; 327 IAC 5-2-11.2; 327 IAC 5-2-11.3; and 327 IAC 5-2-11.7, concerning antidegradation standards and implementation procedures. Several alternatives are to be considered, all of which would meet requirements under the federal CWA. Iowa: Air

The Environmental Protection Commission will hold a public hearing on proposed amendments to 22.106(1), Fee Established. The amendments would increase the maximum annual Title V Operating Permit fee that the Environmental Protection Commission can establish from $39 per ton to $62 per ton on the first 4,000 tons of actual emissions of each regulated pollutant emitted annually from a major source. The hearing will be held November 12, 2008.

Iowa: Waste

The Environmental Protection Commission will hold a public hearing on proposed amendments to Rule 567 - 119.1(455D, 455B), Waste Oil. The proposed changes include the addition of collection requirements for used oil filters, the addition of signage requirements for filter retailers, updates to the signage requirements for oil retailers, removal of some of the Department's responsibilities, and rescission of the state procurement regulations. The amendments also change the term "waste oil" to "used oil" to make it consistent with Iowa Code section 455D.13.

Kentucky: Air

The Energy and Environment Cabinet will conduct a public hearing on proposed amendments to 401 KAR 59:015, New Indirect Heat Exchangers; 401 KAR 61:005, General Provisions; and repeal of 401 KAR 59:016. The amendments to 401 KAR 59:015 and 61:005 provide owners and operators of indirect heat exchangers the option of using a particulate matter continuous emissions monitoring system in lieu of a continuous opacity monitoring system to demonstrate compliance. The amendments also bring these regulations into compliance with KRS Chapter 13A drafting requirements.

Louisiana: Land use

The Department of Natural Resources adopted emergency amendments to LAC 43:XIX.103, Application to Drill; and LAC 43:XIX.111, Diverter Systems and Blowout Preventers. The changes will enhance basic requirements for the use of blowout preventers during specific oil and natural gas well operations.
