Arizona: Air

The Arizona Department of Environmental Quality (ADEQ) proposed a Greenhouse Gas Registry and Reporting rule that will enable reporting, tracking, management, crediting, and baseline protection for entities in Arizona that reduce greenhouse gas (GHG) emissions. The rule will require GHG emissions quantification and monitoring beginning on January 1, 2010, and reporting to ADEQ beginning on January 1, 2011. The rule will assist in measuring progress toward emissions reduction goals and provide a mechanism for accurate recording of baseline emissions.

California: Air

The South Coast Air Quality Management District scheduled a public workshop to solicit information regarding Proposed Rule 1147, Nitrogen Oxide (NOx) Reductions From Miscellaneous Sources. This proposed new rule is based on two control measures from the 2007 Air Quality Management Plan. Control measure CMB-01 proposes NOx reductions from a variety of industrial combustion sources including ovens, dryers, furnaces, and kilns.

California: Water

The State Water Resources Control Board will hold a public hearing on State Water Board Resolution No. 68-16, Statement of Policy with respect to Maintaining High Quality of Waters in California. The workshop will provide a forum for public consultation on the review of Resolution No. 68-16 and its implementation. This consultation will assist the State Water Board in determining the scope and content of any revisions to the Anti-degradation Policy and its implementation procedures. The hearing will be held on November 17, 2008. Comments are due December 17, 2008.

California: Water

The State Water Resources Control Board will hold a public hearing to receive comments and consider adopting proposed statewide policies for Supplemental Environmental Projects (SEP) and the use of the State Water Pollution Cleanup and Abatement Account for Regional Water Quality Improvement Projects. The hearing will be held February 3, 2008. Written comments are due December 15, 2008.

Colorado: Air

The Department of Public Health and Environment will hold a public hearing on proposed amendments to 5 CCR 1001-3, Stationary Source Permitting and Air Pollutant Emission Notice Requirements. The amendments would add best available retrofit technology requirements for the Colorado Springs Utilities Martin Drake units 5, 6, and 7 and the Cemex Lyons Cement plant. Colorado: Air

The Department of Public Health and Environment will hold a public hearing on proposed amendments to 5 CCR 1001-3, Stationary Source Permitting and Air Pollutant Emission Notice Requirements; 5 CCR 1001-7, Emissions of Volatile Organic Compounds; 5 CCR 1001-11, Motor Vehicle Emissions Inspection Program; and 5 CCR 1001-14, Ambient Air Quality Standards. The amendments would adopt an ozone action plan for the Denver Metropolitan and North Front Range eight-hour ozone nonattainment area. The hearing will be December 11, 2008.

Colorado: Air

The Department of Public Health and Environment will hold a public hearing on proposed amendments to 5 CCR 1001-9, Open Burning, Prescribed Fire, and Permitting. The amendments would revise the rule to increase the program fees, modify the distribution of the program's costs among the regulated entities, and make typographical, grammatical, and formatting revisions. Colorado: Waste

The Department of Public Health and Environment will hold a public hearing on proposed amendments to 6 CCR 1007-2, Solid Waste Disposal Sites and Facilities, Siting of Hazardous Waste Disposal Sites, Inspection of Commercial Hazardous Waste Disposal Sites. Amendments would add Section 17, Commercial Exploration and Production Waste Impoundments, and make associated additions to Section 1.2, Definitions. The hearing will be held November 18, 2008.
