Illinois: Waste

The Pollution Control Board proposed amendments to regulations governing sewer discharge criteria. The amendments would incorporate changes that are “identical in substance” to wastewater pretreatment regulations adopted by EPA during the first half of 2023, specifically extending the deadline for existing coal-fired power plants to submit a notice of planned participation for the permanent cessation of coal combustion subcategory to Illinois’ sewer discharge criteria rules for steam electric power generating. Comments are due February 9, 2024.

Idaho: Natural Resources

The Department of Lands adopted amendments to regulations governing navigable waterways mineral leasing in Idaho. The amendments decrease the regulatory burden, increase application and assignment fees, update the late payment policy, and revise wording cover all navigable waterways rather than just rivers.

Georgia: Toxic Substances

The Environmental Protection Division proposed amendments to rules for radioactive materials. The amendments would ensure consistency with NRC requirements by modifying specific rules related to precautionary procedures, reports, training, and records, as well as adjusting the fee structure. Florida: Wildlife

The Fish and Wildlife Conservation Commission proposed amendments to regulations governing wildlife rehabilitation permits. The amendments would update the regulations relating to native wildlife rehabilitation, including permitting, applicant qualifications, wildlife care, and continuing education requirements. The Department of Natural Resources and Environmental Control adopted amendments to regulations governing above-ground storage tanks (ASTs). The amendments improve clarity for owners/operators of ASTs and incorporate by reference the Delaware Risk-Based Corrective Action Protocol, Volume 2; the Hydrogeologic Investigation Guide, Volume 2; and the Vapor Intrusion Guidance. The Water Quality Control Commission adopted amendments to graywater control regulations. The amendments, among other things, align formatting and organization with other codes, improve overall clarity and readability, clarify requirements for the graywater control program, and encourage small-scale graywater use through clarified "laundry to landscape" requirements.
