EPA proposed to establish procedures and requirements for how the Agency will manage the issuance of guidance documents subject to the requirements of Exec. Order No. 13891; the proposed regulations would establish general requirements and procedures for certain guidance documents issued by EPA, incorporate additional requirements for guidance documents determined to be significant guidance under the order, and provide procedures for the public to petition for the modification or withdrawal of active guidance documents under the order.
