EPA found that it is not appropriate and necessary to regulate hazardous air pollutant emissions from coal- and oil-fired electric utility steam generating units (EGUs), thereby reversing the Agency's prior conclusion under CAA §112(n)(1)(A); the Agency also finalized the residual risk and technology review conducted for the coal- and oil-fired EGU source category regulated under NESHAPs, commonly referred to as the Mercury and Air Toxics Standards (MATS), and did not promulgate any revisions to the MATS rule.
