United States v. Houston, Texas, City of, No. 4:18-cv-03368 (S.D. Tex. Aug. 27, 2019). A settling CWA defendant that illegally discharged wastewater via sanitary sewer overflows (SSOs) and discharged pollutants from wastewater treatment plants that exceeded effluent limits established in state-issued permits must implement comprehensive injunctive relief measures to eliminate both SSOs and effluent violations, as well as measures to prevent such violations, and pay a $4.4 million civil penalty.
