The Environmental Protection Agency proposed amendments to its procedures for issuing loans from the Public Water Supply Loan Program. The amendments would allow 30-year loans to all loan recipients and 40-year loans for disadvantaged communities, in line with the current federal standard under the CWA, and add a definition for the Build America Buy America (BABA) Act to clarify that loan applicants will need to comply with the requirements of the BABA Act, as applicable. Comments are due October 20, 2023.

The Department of Health and Environment proposed to adopt the draft 2024 Intended Use Plans for the Kansas Public Water Supply Loan Fund and the Kansas Water Pollution Control Revolving Fund. The plans would make additions to the Project Priority List of each program, include estimates and uses of anticipated capitalization grants from EPA, and establish criteria for loan forgiveness, and establish the procedures for ranking projects. A hearing will be held June 28, 2023.
