The Department of Environmental Conservation proposed to issue an Alaska Pollutant Discharge Elimination System general permit for hydrostatic test water and aquifer pump testing. The permit would authorize and set conditions on the discharge of pollutants from authorized hydrostatic testing of tanks, pipelines, and similar containers, including waterline flushing, as well as aquifer pump testing discharges in support of mineral mining development and exploration to waters of the United States or land. Comments are due July 26, 2019.

The permit would authorize and set conditions on the discharges of pollutants from authorized excavation dewatering discharges to waters of the United States or to land, and place limits on the types and amounts of pollutants that can be discharged. The Department of Environmental Conservation seeks comment on its preliminary draft of the Alaska Pollutant Discharge Elimination System General Permit for Wastewater Discharges From Drinking Water Treatment Facilities. The permit would cover discharge of backwash and reject water from conventional/direct, membrane filtration, or ion exchange drinking water treatment systems to fresh or marine surface waters in the state.
