The Department of Environmental Conservation proposed to issue an Alaska Pollutant Discharge Elimination System general permit for hydrostatic test water and aquifer pump testing. The permit would authorize and set conditions on the discharge of pollutants from authorized hydrostatic testing of tanks, pipelines, and similar containers, including waterline flushing, as well as aquifer pump testing discharges in support of mineral mining development and exploration to waters of the United States or land.
