would direct the Secretary of the Interior, acting through the Bureau of Land Management, to convey to the City of Carlin, Nevada, any federal land within that city that is under the jurisdiction of that agency.

would quitclaim surface rights to certain federal land under the jurisdiction of the Bureau of Land Management in Virginia City, Nevada, to Storey County, Nevada, to resolve conflicting ownership and title claims.

would terminate federal prohibitions on the domestic production of offshore oil and natural gas.
