would amend the Outer Continental Shelf Lands Act to provide for certain lease sales in Alaska's outer continental shelf, and make certain modifications to the North Slope Science Initiative. 

would amend the Gulf of Mexico Energy Security Act to increase energy exploration and production on the outer continental shelf in the Gulf of Mexico.

would establish a Financing Energy Efficient Manufacturing Program within DOE to provide financial assistance to promote energy efficiency and onsite renewable technologies in manufacturing and industrial facilities.

would amend the National Energy Conservation Policy Act to reauthorize federal agencies to enter into long-term contracts for energy acquisition.
