SIP Proposal: North Dakota (revisions to state ambient air quality standards, permit to construct, and PSD regulations). 

NMFS issued a temporary rule to provide it with authority to waive observer coverage requirements established in regulations under the Magnuson-Stevens Fishery Conservation and Management Act and other statutes to address public health concerns relating to the evolving COVID-19 pandemic.  

SIP Proposal: California (redesignation to attainment and maintenance plan for Imperial County particulate matter planning area). 

SIP Approval: Ohio (approval of alternative monitoring options for certain covered sources for nitrogen oxides SIP call).

SIP Approval: Missouri (reasonably available control technology requirements for volatile organic compound emissions from batch process operations).

The Pipeline and Hazardous Materials Safety Administration seeks comment on proposed amendments to the federal pipeline safety regulations for the safety of hazardous liquid pipelines that would revise the requirements for facility response plans, revise the definition for accidents, and consider repealing, replacing, or modifying other specific provisions; the changes would be intended to reduce regulatory burdens and improve regulatory clarity without compromising safety and environmental protection. 

SIP Proposal: California (technical amendments). 

FWS proposed to remove the Cumberland sandwort, a flowering plant found in Kentucky and Tennessee, from the list of endangered and threatened plants due to recovery of the species, and announced the availability of a draft post-delisting monitoring plan for the species.

DOE proposed to update its NEPA implementing procedures regarding authorizations under §3 of the Natural Gas Act in order to improve efficiency of the DOE decisionmaking process by saving time and money in the NEPA review process and eliminating unnecessary environmental documentation.

SIP Proposal: South Carolina (control program pursuant to the nitrogen oxides SIP call and removal of Clean Air Interstate Rule program rules).
