EPA determined that the San Joaquin Valley nonattainment area failed to attain the 1997 annual and 24-hour fine particulate matter (PM2.5) NAAQS and must therefore submit a revision to the California SIP that, among other elements, provides for expeditious attainment of the 1997 PM2.5 standards and for a five percent annual reduction in the emissions of direct PM2.5 or a PM2.5 plan precursor pollutant in the San Joaquin Valley.

SIP Proposal: Oklahoma (revisions to minor new source review air permitting program).

EPA entered into a proposed prospective purchaser agreement under CERCLA in connection with the former NAS Moffett Field Superfund site in Santa Clara County, California, that requires the lessee to perform a pilot study for evaluating alternatives for abating paint and coating contaminants, to conduct a non-time-critical removal action, and to pay Agency oversight costs for the work.

EPA amended specific provisions in the Greenhouse Gas Reporting Rule to streamline and improve implementation of the rule, to improve the quality and consistency of the data collected under the rule, and to clarify or provide minor updates to certain provisions; the Agency also finalized confidentiality determinations for certain data elements.

EPA proposed to approve revisions to Oregon’s public water system supervision program concerning the Total Coliform Rule.

The U.S. Army Corps of Engineers proposed to update and clarify its policies governing the use of its reservoir projects for domestic, municipal, and industrial water supply pursuant to §6 of the Flood Control Act of 1944 and the Water Supply Act of 1958 to enhance its ability to cooperate with state and local interests in the development of water supplies in connection with the operation of its reservoirs for federal purposes.

SIP Approval: California (San Luis Obispo area attained the 2008 ozone NAAQS).

FWS increased the civil monetary penalties it may assess to account for inflation.

FWS added three foreign coral species, the dusky sea snake, the Banggai cardinalfish, the Tanzanian distinct population segment of African coelacanth, the Nassau grouper, and three angelshark species to the list of endangered and threatened wildlife; the agency also updated entries for Puget Sound-Georgia Basin canary rockfish, Puget-Sound-Georgia yelloweye rockfish, lower Columbia River coho salmon, and Puget-Sound steelhead to reflect critical habitat designation and updated the entry for the North Atlantic right whale.

SIP Approval: Texas (redesignation substitute and finding of attainment for the revoked one-hour and 1997 eight-hour ozone NAAQS for the Dallas-Fort Worth nonattainment areas).
