The Rhode Island Department of Environmental Management proposed to amend the solid waste regulations governing facilities that process construction and demolition debris, solid waste, and organic waste. The amendments would, among other things, allow landfills to reduce air monitoring frequency under certain conditions and allow solar panel systems to be placed on landfill caps as part of a final cover system approved by the Office of Land Revitalization and Sustainable Materials Management without requiring separate wetlands and stormwater permit applications.

The Department of Resources Recycling and Recovery proposed amendments to Cal. Code Regs. tit. 14, §§17402, 17403, 17409, 17414, 17852, 17855, 17867, 17869, 17896, 18083, 18815, and 18981 to 18997, and tit. 27, §§20164, 20750, 20901, 21570, 21590, 21650, 21660, and 21695. The proposed amendments would implement regulatory requirements to reduce landfill disposal of organic waste in order to achieve the greenhouse gas emissions reductions required by Senate Bill 1383. A hearing will be held March 12, 2019. Comments are due March 4, 2019.
