The Department of Natural Resources proposed to significantly alter the definition of "valid existing rights" in the context of who may lawfully conduct coal mining and reclamation operations on certain land pursuant to R645-100, §200. There will be a public hearing on June 23, 2010, and the deadline for public comments is July 15.
