The Department of Environmental Quality proposes amendments to its 2010 nitrogen dioxide infrastructure SIP. The revisions address prongs 1 and 2 of CAA §110(a)(2)(D)(i) to ensure they adequately address its interstate transport obligations following the U.S. Supreme Court's decision in EPA v.
