The South Carolina Department of Health and Environmental Control seeks to amend 1976 S.C. Code Ann. Regs. 61-107.279 regarding the management of used oil. The amendments would allow used oil fuel marketers to operate without a permit and identify the conditions under which used oil contaminated with PCBs is subject to RCRA regulation.
