The Department of Environmental Quality amended Okla. Admin. Code 252.4.7, Land Protection Division Tiers and Time Lines. Changes would alter rules so that the Brownfields program no longer has to conform to the permitting tier hierarchy. This is in response to earlier rulemaking that clarified that a Certificate of Completion and a Certificate of No Action Necessary were not "permits."
