The Department of Environmental Conservation amended N.Y. Comp. Codes R. & Regs. tit. 6, §§200.201-3 and 200.227-2. Changes would reduce emission limits for all boilers and combustion turbines, redefine the mid-size boiler size, and allow a replacement option.
