The Water Quality Control Commission proposed to amend N.M. Admin. Code §20.6.2, Certification of Federal CWA Permits. Changes would provide a minimum of 30 days for public comment on a draft permit, provide that all pertinent public comments must be considered, and provide for appeal of the permit certification or denial.
