The Department of Environmental Protection adopted N.M. Admin. Code §20.2.350, Greenhouse Gas Cap-and-Trade Provisions. The rule creates a cap on greenhouse gases with annual cap reductions of 1.5% for the year after the initial cap year, and 2% per year for the following seven years, and describes regulations for establishing allowances, monitoring accounts, and trading offset credits.
