The Department of Environmental Services is proposing to readopt and amend N.H. Code R. Env-A 3200 pertaining to NAAQS for ozone. Changes would adjust aspects of the NOx Budget Trading Program related to the use of discrete emissions reductions as offsets against ozone-season NOx emissions, among other structural changes.
