The Department of Natural Resources adopted emergency amendments to Mo. Code Regs. tit. 10, §6.060, Construction Permits Required, and §6.065, Operating Permits. The amendments incorporate permitting requirements that will cover new construction projects that emit greenhouse gas emissions of at least 100,000 tons per year or modifications at existing facilities that increase emissions by at least 75,000 tons per year.
