The Department of the Environment amended Md. Code Regs. 26.09, Maryland Carbon Dioxide Budget Trading Program. Among other changes, the amendments revise the process by which allowances are set aside and alter the amount of allowances allocated to certain accounts. Changes took effect January 21, 2013.
