The Department of Natural Resources proposed to amend R. 391.3.4, Inert Waste Landfill Operations. Changes would allow existing inert waste landfills to be exempted from the permitting process if deemed to be in full compliance with all permit and rule requirements that existed as of January 1, 2012.
