The State Water Resources Control Board will hold several public hearings on proposed amendments to CCR Title 27 Division 5, On-Site Wastewater Treatment Systems (OWTS) Regulation. The proposed regulations would require that all new or replaced OWTS be designed and reviewed by qualified professionals; require that all OWTS be designed so that they are reasonably expected to operate as designed; require proper operation and maintenance of all OWTS; require performance monitoring to support the continued long-term use of OWTS; and require OWTS that contribute to the pollution of surface water to be upgraded to improve the level of treatment to abate pollution. The hearings will be held December 8, 9, 10, 11, and 18, 2008; January 13, 14, 15 , 22, 27, and 28, 2009; and February 9, 2009.
