California: Waste
The Department of Toxic Substances Control proposed to amend Cal. Code Regs. tit. 22, Standards for Management of Hazardous Waste Solar Modules. The department anticipates a steady increase in the number of solar modules in the next 20 years as the state meets the governor's renewable energy goals and is creating a rule to manage the modules' toxicity from heavy metals. The regulation would create a regulatory mechanism that encourages solar module recycling by creating new rules and exemptions for recycling facilities. New rules would establish a conditional exemption for non-RCRA modules as part of a reclamation program and designate modules as universal waste if they are recycled rather than disposed.
