The Office of Spill Prevention and Response proposed to amend 14 Cal. Code Regs. §820.01, pertaining to drill and exercise requirements for oil spill contingency plans. Among other changes, the rulemaking would rewrite objectives to be more performance based and measurable. There will be public hearings July 9 & 11, 2013.
