The Pollution Control Financing Authority proposed to amend Cal. Code Regs. tit. 4 §8035, relating to the Small Business Assistance Fund (SBAF). The regulations currently require all permit applicants to pay a SBAF fee, and the rulemaking would exempt public agencies from the fee.
