The Air Resources Board proposed the adoption of the new Calif. Code Regs. tit. 17, §5, which would implement a greenhouse gas cap-and-trade program. The regulation will provide a fixed limit on greenhouse gas emissions from the sources responsible for about 85 percent of the state's emissions and is designed to link up with regional partners including the Western Climate Initiative.
