NOAA-Fisheries issued an advance notice of proposed rulemaking to authorize a nonessential experimental population of Upper Columbia spring-run Chinook salmon in the Okanogan River and its tributaries in Okanogan County, Washington.

FWS announced a 12-month finding on a petition to list the Grand Canyon cave pseudoscorpion as threatened or endangered with critical habitat under the ESA; the agency found that listing is not warranted.

FWS announced a 12-month finding on a petition to list whitebark pine as threatened or endangered and to designate critical habitat under the ESA; the agency found that listing is warranted but precluded by higher priority actions.

EPA proposed a rule that would identify provisions of Florida's Water Quality Standards for Phosphorus in the Everglades Protection Area and Florida's Amended Everglades Forever Act that EPA has disapproved and that therefore are not applicable water quality standards for purposes of the CWA.

DOE proposed a rule under the Energy Independence and Security Act of 2007 (EISA) that would revise the allocation of marketable credits under DOE's Alternative Fuel Transportation Program by including EISA-specified electric drive vehicles and investments in qualified alternative fuel infrastructure, nonroad equipment, and relevant emerging technologies.

Under a modified consent decree, a settling RCRA defendant is given a one-year extension to obtain a final permit for its thermal metal washing unit and its related hazardous waste storage and control any fugitive emissions from the unit at its Benton, Arkansas, facility.

EPA proposed two options for obtaining basic information from concentrated animal feeding operations (CAFOs) under the CWA; under one option, EPA would obtain certain identifying information from all CAFOs, and under the second option, EPA would obtain this information from CAFOs that fall within areas that have been identified as having water quality concerns likely associated with CAFOs. 

EPA proposed to issue a test rule under TSCA §4(a)(1)(B) to require manufacturers and processors of 23 high production volume chemical substances to develop screening-level health, environmental, and fate data based on the potential for substantial exposures of workers and consumers to these chemicals.
