The State Water Control Board amended and reissued the Virginia Pollutant Discharge Elimination System general permit for discharges of stormwater associated with industrial activity. The amendments, among other things, remove the definition for "measurable storm event" and update the term with "storm event discharges, " extend the permit term, add firefighting training activities managed in a manner to avoid an instream impact as an authorized non-stormwater discharge, and clarify that TMDL conditions are only applicable if the TMDLs are approved by EPA prior to the term of the permit.
