The Department of Ecology proposed to adopt a new rule concerning the financial responsibility of the transport of petroleum products. The rule would, among other things, define the entities subject to financial responsibility requirements, establish levels of financial responsibility for oil handling facilities and pipelines, specify procedures for obtaining or renewing a certificate of financial responsibility, establish requirements for acceptable evidence of financial responsibility, and define the process for suspension, revocation, and reissuance of certificates after oil spills.
