The Department of Environmental Quality proposed to amend existing rules and adopt new rules concerning solid waste management and land protection. Proposed changes include implementing regulations for solid waste pilot projects and for the transferring of permits for solid waste management facilities and solid waste transporters; adopting rules from the federal program for coal combustion residuals; and amending regulations related to the disposal of wind turbine blades, public notice requirements, certification of closure for inert landfills, financial assurance requirements, and solid waste management fees.
