The Department of Ecology adopted amendments to regulations governing water quality standards for surface waters. The amendments, among other things, change definitions, revise rules related to Tier III protection of outstanding resource waters (ORWs), designate specific water bodies as Tier III(A) or Tier III(B) ORWs with varying levels of protection, prohibit certain activities that would lead to pollution in ORWs, and modify the consultation process with tribes.
