would prohibit the Administrator of EPA from awarding any grant, contract, cooperative agreement, or other financial assistance under CAA §103 for any program, project, or activity to occur outside the United States, including its territories and possessions.
would amend the Farm Security and Rural Investment Act of 2002 to reauthorize and improve the Rural Energy for America program.
