would prohibit the Administrator of EPA from awarding any grant, contract, cooperative agreement, or other financial assistance under CAA §103 for any program, project, or activity to occur outside the United States, including its territories and possessions.

would amend the Farm Security and Rural Investment Act of 2002 to reauthorize and improve the Rural Energy for America program.

would amend the Farm Security and Rural Investment Act of 2002 to authorize the Secretary of Agriculture to make loans to certain entities that will use the funds to make loans to consumers to implement cost-effective energy efficiency measures to promote energy cost savings and rural development.

would amend FLPMA to improve the management of grazing leases and permits.

would eliminate certain tax subsidies and promote renewable energy and energy conservation.

would facilitate land acquisition for the consolidation of lands located within the boundaries of, or abutting the boundaries of, El Yunque National Forest in Puerto Rico, and further the protection of the ecological integrity and biological diversity of the National Forest.

would amend the Magnuson-Stevens Fishery Conservation and Management Act by adding Rhode Island to the Mid-Atlantic Fishery Management Council.

would amend the Lacey Act Amendments of 1981 to clarify provisions enacted by the Captive Wildlife Safety Act and further the conservation of certain wildlife species.

would designate additional National Forest System land in the Los Padres National Forest in the state of California as wilderness, make certain wild and scenic river designations in that National Forest, designate the Condor Ridge Scenic Area, address off highway vehicle use in that National Forest, and facilitate a land exchange with the United Water Conservation District of California.

would strengthen enforcement mechanisms to stop illegal, unreported, and unregulated fishing and would amend the Tuna Conventions Act of 1950 to implement the Antigua Convention.
