would amend the Federal Water Pollution Control Act to clarify the authority of the Administrator of EPA to disapprove specifications of disposal sites for the discharge of dredged or fill material, and to clarify the procedure under which a higher review of specifications may be requested.

would develop an energy critical elements program and amend the National Materials and Minerals Policy, Research and Development Act of 1980.

would authorize the International Boundary and Water Commission to reimburse state and local governments of Arizona, California, New Mexico, and Texas for expenses incurred designing, constructing, and rehabilitating water projects under the jurisdiction of the Commission.

would amend the CAA to prohibit the Administrator of EPA from promulgating any regulation concerning, taking action relating to, or taking into consideration the emission of a greenhouse gas to address climate change.

would terminate federal prohibitions on the domestic production of offshore supplies of oil and natural gas.
