A settling CWA defendant that failed to develop a Long-Term Control Plan (LTCP), that discharged unpermitted sewage, and that exceeded effluent limits in the city of Chester and throughout Delaware County, Pennsylvania, must pay a $1,375,000 civil penalty and must develop and implement an LTCP and a Nine Minimum Controls Plan to control combined sewer overflows and to bring its combined sewer system into good operation and maintenance.
