would amend the Robert T. Stafford Disaster Relief and Emergency Assistance Act and review a final rule of FEMA.

would require the Bureau of Safety and Environmental Enforcement to further develop, finalize, and implement updated regulations for offshore oil and gas pipelines to address long-standing limitations regarding its ability to ensure active pipeline integrity and address safety and environmental risks associated with decommissioning.

would amend the Mineral Leasing Act to make certain adjustments to the fiscal terms for fossil fuel development and make other reforms to improve returns to taxpayers for the development of federal energy resources.

would provide for the accurate reporting of fossil fuel extraction and emissions by entities with leases on public land.

would amend §324 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act to incentivize states, Indian tribes, and territories to close disaster recovery projects by authorizing the use of excess funds for management costs for other disaster recovery projects.

would amend Title 23, U.S. Code, to direct the Secretary of Transportation to set aside certain funds to provide parking for commercial motor vehicles on the federal-aid highway system.

would establish an interagency committee on global catastrophic risk.

would assist in the conservation of the North Atlantic right whale by supporting and providing financial resources for North Atlantic right whale conservation programs and projects of persons with expertise required for the conservation of the species.

would amend Title 54, U.S. Code, to establish within the National Park Service the United States African-American Burial Grounds Preservation Program. 

would provide for greater consultation between the federal government and the governing bodies and community users of land grant-mercedes in New Mexico, and provide for a process for recognition of the historic-traditional uses of land grant-mercedes.
