would direct the NOAA Administrator to provide for ocean-based climate solutions to reduce carbon emissions and global warming; make coastal communities more resilient; and provide for the conservation and restoration of ocean and coastal habitats, biodiversity, and marine mammal and fish populations. 

would provide for climate change planning, mitigation, adaptation, and resilience in the U.S. territories and freely associated states.

would prevent methane waste and pollution from oil and gas operations.

would release the reversionary interest of the United States in certain non-federal land in Salt Lake City, Utah.

would make available necessary disaster assistance for families affected by major disasters.

would amend the Wild and Scenic Rivers Act to designate certain segments of the Gila River system in New Mexico as components of the National Wild and Scenic Rivers System and provide for the transfer of administrative jurisdiction over certain federal land in New Mexico. 

would amend the Save Our Seas 2.0 Act to improve the administration of the Marine Debris Foundation and amend the Marine Debris Act to improve the administration of the NOAA Marine Debris Program.

would approve the settlement of water rights claims of the Hualapai Tribe and certain allottees in Arizona and authorize construction of a water project relating to those water rights claims.

would authorize the Colorado River Indian Tribes to enter into lease or exchange agreements and storage agreements relating to water of the Colorado River allocated to the Colorado River Indian Tribes.

would amend the White Mountain Apache Tribe Water Rights Quantification Act of 2010 to modify the enforceability date for certain provisions.
