The amendments would codify a series of leak detection and repair programs in Louisiana’s air quality regulations. A hearing will be held October 30, 2019. A settling CAA defendant must undertake measures to improve its flare gas recovery system at its oil refinery facility in Oregon, Ohio, adhere to detailed flare gas recovery requirements and provisions under the leak detection and repair program, pay a civil penalty, perform a supplemental environmental project, and conduct three mitigation projects.
