The Environmental Improvement Board adopted amendments to the state’s motor vehicle emission standards. The amendments update New Mexico’s standards to align with California’s standards for low emission and zero emission light- and medium-duty vehicles, and require new emission standards and reporting requirements identical to California’s for heavy-duty vehicles delivered for sale in New Mexico. The Department of Environmental Conservation proposed amendments to the Advanced Clean Car Standards and Medium- and Heavy-Duty Diesel Vehicle Emission Standards. The amendments would incorporate California's Advanced Clean Cars II zero emission and low emission vehicle regulations, and its Heavy-Duty Omnibus and Phase 2 Greenhouse Gas regulations. The Department of Ecology proposed to adopt California’s Advanced Clean Cars II rule to increase the sales of zero emissions vehicles (ZEVs) in the state; adopt California's heavy-duty engine and vehicle omnibus rules; establish a credit system for ZEV sales; and institute a one-time fleet reporting requirement. The State Environmental Commission proposed amendments to emissions standards for exhaust emissions, fuel evaporative emissions, and visible emissions of smoke from mobile internal combustion engines. The amendments would revise certain model years to which certain California emissions standards previously adopted by Nevada apply, and adopt by reference certain California emissions standards for model year 2027 and subsequent model years.

The State Environmental Commissions proposed a new regulation that would adopt emissions standards identical to those adopted by California, prohibit manufacturers from exceeding the fleet average non-methane organic gas plus nitrogen oxides and greenhouse gas emissions standards set by California, and adopt requirements for the sale of zero emission vehicles consistent with the requirements for such vehicles adopted by California to achieve emissions reductions in Nevada.
