Maryland: Air

The Department of the Environment will conduct a public hearing to consider the proposal to amend Regulation .30 under COMAR 26.11.19, Volatile Organic Compounds from Specific Processes, and to adopt new Regulations .01§.07 under a new chapter, COMAR 26.11.35, Volatile Organic Compounds from Adhesives and Sealants.

Maryland: Air

The Department of the Environment will conduct a public hearing to consider the proposal to adopt new Regulation .32 under COMAR 26.11.19, Volatile Organic Compounds from Specific Processes. The purpose of this action is to establish volatile organic compound emission limits and standards for the commercial application of coatings and non-coating materials to wood products. The regulation codifies limits consistent with those in existing air quality permits. The hearing will be held January 23, 2008. Comments are due January 23, 2008.

Maryland: Waste

The Department of the Environment will conduct a public hearing to consider the proposal to amend Regulations .02 and .04 under COMAR 26.04.07, Solid Waste Management; adopt new Regulations .01§.08 under a new chapter, COMAR 26.04.10, Management of Coal Combustion Byproducts; adopt new Regulation .08 under COMAR 26.20.24, Special Performance Standards; and adopt new Regulations .01§.12 under a new chapter, COMAR 26.21.04, Utilization of Coal Combustion Byproducts in Surface Mine Reclamation. The hearing will be held February 5, 2008. Comments are due February 5, 2008.

Massachusetts: Climate Change

The Department of Environmental Quality (MassDEP) gives notice of a public comment period on the Commissioner's proposal to allow payments into the Greenhouse Gas (GHG) Expendable Trust. MassDEP anticipates that one or more facilities subject to 310 CMR 7.29 ("affected facilities") will exceed the carbon dioxide emission standards of 310 CMR 7.29(5)(a)5. and may, therefore, need GHG credits for compliance, but there are insufficient GHG credits available at this time.

Michigan: Toxic substances

The Michigan Department of Environmental Quality, Waste and Hazardous Materials Division, will conduct a public hearing on proposed administrative rules. The proposed rule package addresses federal mandated rule changes to the UST rules and is intended to bring Michigan into compliance with these mandates. Minnesota: Water

The Minnesota Pollution Control Agency is requesting comments on the Fecal Coliform and Turbidity TMDL Assessment for the Rock River watershed. The aquatic life use and aquatic recreation use of the Rock River watershed is impaired because it does not meet state water quality standards for turbidity and fecal coliform.
