The South Coast Air Quality Management District will hold a public hearing on proposed amendments to Rule 1156, Further Reductions of Particulate Emissions from Cement Manufacturing Facilities. Rule 1156 requires operators of cement manufacturing facilities to follow specific requirements for reducing particulate matter emissions from all operations, including materials handling and transport at the facilities. The proposed amendment would strengthen Rule 1156 while preserving the original intent of the rule. The hearing will be held November 20, 2008.

The South Coast Air Quality Management District will hold a public hearing on proposed amendments to Rule 1147, Nitrogen Oxide (NOx) Reductions From Miscellaneous Sources. The proposed rule would establish NOx emission limits that vary from 20 ppm to 60 ppm depending upon the type of equipment and process temperature that will be phased in over multiple years. The proposed rule will also include other requirements to demonstrate compliance. The hearing will be held December 5, 2008.

The South Coast Air Quality Management District will hold a public hearing on proposed amendments to Rule 1469, Hexavalent Chromium Emissions from Chromium Electroplating and Chromic Acid Anodizing Operations. The amendments would incorporate more stringent requirements of the state Airborne Toxic Control Measure (ATCM) for Chromium Plating and Chromic Acid Anodizing Facilities. ATCM requirements include compliance with lower emission limits for some operators, more stringent housekeeping requirements, and the isolation of new facilities from sensitive receptors.

The South Coast Air Quality Management District will hold a public hearing on proposed amendments to Rule 1144, Lubricants, Metal Working Fluids and Rust Inhibitors. The proposed rule will also prohibit the sale of lubricants, metal working fluids, and rust inhibitors unless they meet applicable volatile organic compound (VOC) limits, require containers to display the VOC content as supplied and after recommended dilution, and provide exemptions for certain applications where deemed appropriate. The hearing will be January 9, 2009.

Colorado: Air

The Air Quality Control Commission adopted amendments to 5 CCR 1001-13, Motor Vehicle Emissions Inspection Program. The amendments require all non-diesel fueled motor vehicles that are registered in the air program area or are owned or operated by a non-resident who meets the requirements of Section, 42-4-310(1)(c)(I), C.R.S., to be subject to an exhaust and evaporative emissions, smoke opacity, and emissions control equipment inspection as a prerequisite to initial or renewed vehicle registration.
