New Mexico: Land use

The Oil Conservation Commission will hold a public hearing on proposed amendments to 19.15.39.9 NMAC and 19.15.39.10 NMAC. The proposed section requires operators to obtain the approval of the Oil Conservation Division for an exploration and development plan prior to drilling, re-entering, or deepening a well in Santa Fe County or the Galisteo Basin, and requires the operator to renew the plan every five years. The hearing will be held December 11, 2008.

Oklahoma: Waste

The Department of Environmental Quality adopted several amendments to 252:606-1-2 through 252:606-9-5, concerning biosolids. The changes would combine two subchapters concerning biosolids into one subchapter. The modifications would create rules to govern facilities that wish to create Class A Biosolids pursuant to federal requirements. Additionally, the Department proposed to update its rules concerning the date of the incorporation by reference of certain federal regulations.

Oregon: Air

The Department of Environmental Quality will hold a series of public hearings on the proposed adoption of the Oregon 2008 Regional Haze Plan. The plan and associated rulemaking is a revision to the Oregon SIP. The proposal would require emission controls at the PGE Boardman coal-fired power plant.
