Washington: Water

The Department of Ecology adopted emergency rules at Wash. Admin. Code 173-539A, Upper Kittitas Emergency Ground Water Rule. The rule establishes a partial withdrawal of groundwater within a portion of Kittitas County, Washington. The partial withdrawal and restrictions are designed to prevent new uses of water that negatively affect flows in the Yakima River and its tributaries.

Alabama: Water

The Department of Environmental Management will hold a public hearing on proposed amendments to Ala. Admin. Code r. 335-6-10-.09, Specific Water Quality Criteria; and Ala. Admin. Code r. 335-6-11-.02, Use Classifications. The amendments would change the bacterial indicator organisms and associated criteria for non-coastal waters from fecal coliform to Escherichia coli to be consistent with U.S. EPA recommendations for protection against waterborne illnesses.

Alaska: Air

The Department of Environmental Conservation will hold a public haring on proposed amendments to Alaska Admin. Code tit. 18, §50, Air Quality Controls.

Arizona: Water

The Department of Water Resources will hold a public hearing on proposed amendments to Ariz. Admin. Code 12-15-725, Groundwater Allowance and Extinguishment Credits Calculation. The amendments would delay the effective date of the first reduction of the allocation factor for the Pinal Active Management Area until 2014. California: Land use

The Department of Fish and Game will hold a public hearing on proposed amendments to Cal. Code Regs. tit. 14, §699.5, relating to the fee schedule for lake and streambed alteration agreements. Delaware: Air

The Division of Air and Waste Management will hold a public hearing on proposed amendments to Del. Code Ann. tit 7, §1142, Specific Emission Control Requirements. The amendments would repromulgate the regulation, revise the emission limits for 3 boilers in the Premcor Refinery at Delaware City, and submit the regulation to U.S. EPA as a revision to Delaware's SIP. The hearing will be September 30, 2009.

Delaware: Waste

The Delaware Solid Waste Authority (DSWA) will hold a public hearing on proposed amendments to Del. Code Ann. tit 7, §§501, Regulations of the Delaware Solid Waste Authority; and 502 Statewide Solid Waste Management Plan. The proposed amendments will enhance DSWA's ability to monitor, evaluate, and police the system of solid waste management in Delaware, including such issues as proper waste disposal, waste volume reduction, use of recycling programs, and the full capture of those recyclables in the future. The hearing will be October 7, 2009. Comments are due October 2, 2009.

Florida: Water

The Southwest Florida Water Management District began development of proposed amendments to Fla. Admin. Code Ann. r. 40D-1.607, Permit Processing Fee; and Fla. Admin. Code Ann. r.40D-2.322, 20-Year Permit Requirements.
