California: Air

The Air Resources Board has filed a regulation with the Secretary of State that requires measurement of the effectiveness of on-board diagnostic (OBD) systems in heavy-duty engines. It also specifies the required capabilities of OBD systems installed in passenger cars, light duty trucks, and medium duty vehicles, and updates the regulation that specifies the emission standards pertinent to OBD systems. The affected code is Cal. Code Regs. tit. 13, §§1971.5, 1968.2, and 1971.1. It was filed on May 18 and becomes effective June 17, 2010.

California: Wildlife

The Department of Food and Agriculture has amended Cal. Code Regs. tit. 3, §3437, to expand the quarantine area for the European Grapevine Moth by over 1,000 square miles to prevent the artificial spread of the moth to uninfested areas of California. Delaware: Wildlife

The Department of Natural Resources and Environmental Control, Division of Fish and Wildlife, seeks public comment on proposed changes to 7 Del. Code Regs. §3507, Tidal Finfish Regulations: 3541 Atlantic Sharks. Changes would place restrictions on which gears are acceptable to catch sharks, and place Delaware's regulations in line with those of the Atlantic States Marine Fisheries Commission. The hearing will be June 21, 2010.
