North Carolina: Waste

The Department of Environment and Natural Resources proposed to amend 15A N.C. Admin. Code §13A .0108, relating to hazardous waste transporter facilities. Among other changes, amendments deal with increase and decrease in "sensitive land use" and new requirements for emergency preparedness. There will be a public hearing on August 17, 2010, and the comment period ends October 1. Oregon: Energy

The Department of Energy proposed amending Or. Admin. R. 330-170 and 330-070, which governs the Biomass Producer or Collector Tax Credit program. Changes would implement the new requirement that tax credits be certified and determine the minimum discount value for transfer credits. Oregon: Energy

The Department of Energy proposed amending Or. Admin. R. 330-090 to set standards for state agencies in comparison of fuel cell power systems to other equipment options in new construction projects. The rules are intended to implement the provisions of HB 3680, which include the creation of a monetary cap on renewable energy facility precertification. Washington: Water

The Department of Ecology proposed to amend Wash. Admin. Code 173-152, which establishes the framework under which the department can provide for the organization of its work, prioritize basins to be assessed, conduct basin assessments, prioritize investigations of water right applications by geographic areas, and establish criteria for priority processing of applications for new water rights. Changes alter priority processing and identify how the Department will determine water rights in compliance with recent state legislation.
