EPA entered into a proposed consent decree in a CAA citizen suit that alleged the Agency failed to perform a mandatory duty to complete reviews of the secondary NAAQS for nitrogen oxides and sulfur oxides, and the secondary NAAQS for particulate matter; the decree requires the Agency to sign a proposed and final action in these NAAQ reviews.
