EPA proposed amendments to the implementing regulations that govern the processes and timelines for state and federal plans that implement emission guidelines under CAA §111(d), including revisions to the timing requirements for state plan submittal, Agency action on state plan submissions, Agency promulgation of a federal plan, and for when states must establish increments of progress, as well as adding regulatory mechanisms to improve flexibility and efficiency in the submission, review, approval, revision, and implementation of state plans.

SIP Proposal: West Virginia (disapproval of revisions establishing an alternative emission limitation (AEL) for a source that voluntarily requests an AEL).

EPA finalized amendments to NESHAPs for the site remediation source category, removing exemptions from the rule for site remediation activities performed under CERCLA as a remedial action or a non-time-critical removal action, and for site remediation activities performed under RCRA corrective actions conducted at treatment, storage, and disposal facilities.
