EPA proposed partial withdrawal of residual risk and technology review amendments to the NESHAPs from petroleum refineries.

FWS and NOAA-Fisheries announced a 90-day finding on a petition to list the saltmarsh topminnow as threatened or endangered under the ESA; the agencies found that listing may be warranted and initiated a status review. 

FWS proposed to list the Miami blue butterfly as endangered under the ESA and to list the cassius blue butterfly, the ceraunus blue butterfly, and the nickerbean blue butterfly as threatened due to their similarity of appearance; see above for direct final rule.

FWS announced a 90-day finding and 12-month determination on a petition to revise critical habitat for the leatherback sea turtle in the waters off Puerto Rico; the agency found that revision may be warranted.

EPA finalized a federal implementation plan (FIP) that includes two new source review (NSR) regulations for the protection of air resources in Indian country: the first rule applies to new and modified minor stationary sources (minor sources) and to minor modifications at existing major stationary sources (major sources) throughout Indian country; the second rule applies to new and modified major sources in areas of Indian country that are designated as not attaining the NAAQS.

FWS proposed to list 23 species on the island of Oahu in the Hawaiian Islands as endangered under the ESA, to designate 43,491 acres as critical habitat for these species and two other plant species already listed as endangered, and to revise critical habitat for 99 plant species already listed as endangered or threatened.
